However, when it comes to engaging in advocacy initiatives, ESOs and BMOs face significant challenges: limited resources, lack of coordination with entrepreneurship stakeholders, insufficient capacity to engage effectively, the complexity of Kenya’s political processes, and limited access to reliable data and research.
Promoting the growth of women- and youth-led businesses
This policy advocacy toolkit, designed in partnership with VIFFA Consult, aims to equip BMOs, ESOs, and MSMEs with the knowledge and tools needed for a comprehensive understanding of the entrepreneurial ecosystem and actors operating in Nakuru, Uasin Gishu, and Kisumu counties. It provides guidance on:
- Engaging with policymakers and influencing their decisions.
- Creating a conducive business environment through advocacy initiatives.
- Promoting policy frameworks that improve access to finance, markets, and infrastructure.
- Strengthening collaboration among stakeholders: government, ESOs, BMOs, MSMEs, and development partners.
By leveraging existing expertise and networks, this toolkit seeks to maximize impact in key sectors, such as the green and circular economy, agriculture, blue economy, digital economy, infrastructure development, financial services, and manufacturing.

ESOs and BMOs in Kenya play a key role in driving advocacy and influencing public policy on behalf of youth- and women-led businesses. This toolkit offers a comprehensive overview of Kenya's policy advocacy landscape, identifies necessary changes, and provides actionable solutions.
It includes practical resources on:
- Strategic planning.
- Stakeholder engagement.
- Communication strategies.
- Monitoring and evaluation.
This toolkit is primarily targeted at MSME owners and managers, ESOs, BMOs, civil society organizations (CSOs), and policymakers involved in formulating and implementing policies for MSMEs.
A targeted strategy to strengthen advocacy in Kenya
This toolkit was developed using a robust methodology that combines:
- Identifying policy advocacy needs among ESOs, BMOs, and MSMEs at the national level and in the counties of Kisumu, Nakuru, and Uasin Gishu.
- Analyzing policy gaps in the economic sectors of these county governments.
- Reviewing five examples of policy toolkits with a focus on format and content flow to ensure ease of use.
This approach enabled the identification of key policy challenges that the toolkit addresses, including:
- Defining and understanding the role of policy advocacy.
- Navigating the budgeting process.
- Designing, implementing, and evaluating programs at the county level.
